Finance Specialist

The Finance Specialist supervises and leads the staff of the finance team. The Specialist works in close collaboration with the senior management Team, Bureau of Management, programme and project teams, IYF HQ staff, and other partners., Under the guidance and direct supervision of the Chair, Finance Commission, the Finance Specialist is responsible for effective delivery of financial services, transparent utilization of financial resources and management of the IYF financial resources. S/he analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Specialist promotes a collaborative, client-oriented and consistent approach with due diligence as regards rules and regulations.

Responsibilities:

(A) Ensure effective and accurate financial resources management and oversight:

• Financial analysis and oversight for all resources and provision of high-quality professional advice to the IYF management;



• Proper planning, expenditure tracking and audit of financial resources in accordance with the IYF rules and regulations.


(B) Ensure implementation of operational and financial management strategies and procedures:


• Full compliance of financial activities, financial recording/reporting system and audit follow up with the IYF rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;



• Continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects.


(C) Manage the budget of development and management projects, and Ensure proper control of the IYF bank accounts:


• Ensuring that advance payments and direct payments for IYF projects/activities are properly reviewed and made on a timely basis, as well as ensuring that payment information is properly recorded into the system on a timely basis;



• Assist in the submission of financial reports to donors on a timely and quality basis.


(D) Ensure proper cash management, focusing on achievement of the following results.


• Accountancy / Auditing


• Bookkeeping


• Financial management, Three-years of experience and results preferred in financial management advisory services and/or managing staff and operational systems, fund management role, accounting/finance, youth empowerment role, training, knowledge management, development, communications, international relations, capacity building, sport, women empowerment, youth-led organizations or another relevant field.
  
  To voluntarily represent, positively promote, and uphold the mission of "Empowering youth for a better world" in various programs and opportunities throughout the IYF interventions across member countries.
  
  Either in or out of office hours Estimate of time needed:

1-3 hours / week or 3-7 hours / week Fully remote part time flexible position. Hours can be worked in the evening and weekend.
